By 1980 more than 300 Human Development Projects were operating in 32 nations with replication in India, Kenya, Latin America, the Philippines and the United States described below.  

INDIA

REPLICATION PLAN

The vision for Maliwada Replication was to launch a project in each of the 250 tulukas (counties) of Maharashtra State, referred to as “The Mighty 250”.

PHASE ONE of this effort involved the launching of three additional demonstration village projects, one in each of the other three divisions of the state, as of December, 1976.

PHASE TWO entailed the expansion of this to one project in each district of the state as of December, 1977, a total of twenty-five.

PHASE THREE was to accelerate this ex­pansion by initiating a project in every taluka of the state by April, 1979, a total of 232.

The overall intention of this effort was to have Maharashtra State become a demonstration for other states in India as well as other nations of the practical feasibility of replicating rapid and effective rural development at the local level.

UNITED STATES

Three United States projects were included in the Band of 24, including the Fifth City pilot, Delta Pace, Inyan Wakagapi, and Ivy City.

From 1976-1978 twelve additional projects were launched, referred to as the US12. Information on some of the US12 is found below.

Cano Negro in Venezuela was the first project launched in Latin American in 1977. This was followed by consults replicating the Cano Negro model in 1979 in five other Latin American nations:
